Hello, readers. Kathryn Palmer here, welcome back to On Politics. If you feel like it's Groundhog Day with talk of an approaching partial government shutdown, you are not alone. Here's today's top stories.

Friday shutdown looms amid DHS funding debate

The country is hurtling toward a partial government shutdown. Again. It's been less than three months since a record-breaking one ended in November, and now a standoff between Democrats and Republicans over a measure to fund the Department of Homeland Security (DHS) is throwing Capitol Hill into a scramble to try to keep the lights on before the Friday night deadline. Senate Democrats are demanding that a measure within the larger six-bill package be rewritten or pulled out, rejecting any further funding for the agency unless it includes additional oversight and accountability for DHS in the wake of federal agents killing Alex Pretti and Renee Nicole Good in Minneapolis this month.

Trump said Thursday afternoon he believes the White House and members of Congress are "getting close" to a deal to avert a shutdown, though it's still unclear whether lawmakers will be able to find common ground before the clock runs out at midnight on Friday. Check out the latest from our live coverage on the shutdown here.

Amy Klobuchar announces run for Minnesota governor

A few days after one candidate for Minnesota governor dropped out, another is stepping in. Sen. Amy Klobuchar, the third-highest ranking Senate Democrat who has represented the state in the Senate for more than 19 years, officially announced her candidacy after weeks of speculation. Current Gov. Tim Walz announced he would end his bid for re-election amid a federal investigation into widespread welfare fraud in the state that mushroomed into a scandal. In her announcement, Klobuchar cited the ongoing turmoil in Minnesota after the deaths of Renee Nicole Good and Alex Pretti, and said the Trump administration "relishes division." Klobuchar is considered an early favorite in the race, which, in recent days, focused significantly on the growing unrest and anger over federal immigration agents in Minnesota.

Trump's border czar vows 'drawdown' in Minnesota

Tom Homan, the White House's border czar, said "massive changes" are coming to the federal immigration enforcement operations in Minnesota and vowed to "draw down" the number of ICE and other federal agents in the state. If enacted, it would mark the most significant shift in operations since Trump vowed to "de-escalate" tensions in Minnesota this week. His remarks to reporters earlier today were the first since the president assigned him to lead federal operations in Minnesota, after Border Patrol chief Gregory Bovino made his exit this week. About 3,000 federal agents from ICE and the U.S. Border Patrol are currently deployed in Minnesota.
