The big news: Rudy Giuliani won't testify

President Donald Trump's personal lawyer Rudy Giuliani defied a congressional subpoena today for documents that House Democrats sought as part of the impeachment inquiry. Giuliani is accused of leading a shadow foreign policy in Ukraine.

Let's break it down:

The committees (Foreign Affairs, Intelligence and Oversight and Reform) demanded documents from Giuliani dealing with "the extent to which President Trump jeopardized national security by pressing Ukraine to interfere with our 2020 election and by withholding security assistance provided by Congress to help Ukraine counter Russian aggression."
Giuliani's lawyer, Jon Sale, notified Congress that he won't comply. Sale called the inquiry "unconstitutional, baseless and illegitimate."
Today's deadline comes nearly a week after the Oct. 9 arrest of two Giuliani associates, Ukrainian-born business partners Lev Parnas and Igor Fruman, who were charged with campaign-finance violations. They allegedly introduced Giuliani to a key Ukrainian prosecutor, and they have also been subpoenaed for documents.
Energy Secretary Rick Perry also faces a Friday subpoena deadline from the three committees for documents about Ukraine.

Who did testify? George Kent.

George Kent, an expert on Ukraine and Russia who now serves as a deputy assistant secretary at the State Department, testified privately today.
Kent arrived Tuesday morning under a subpoena because the State Department attempted to block his appearance.
His appearance could be important to lawmakers because he played a key role at the State Department as Giuliani ramped up his pressure on the Ukrainian government to open investigations that could benefit Trump, including a probe of Joe Biden.
