Most Americans know little about sweeping tax reforms set to pass this week. President Trump called them a gift to the middle class, claiming they'll be "not good for me." In reality, the bill offers hefty tax cuts for wealthy Americans like Trump, and voters in states that backed him seem skeptical.

"We're not going to feel any (tax) relief and, if anything, it will get a little worse," said Christopher Swan, one of group of older guys who sip coffee at Randall's Uptown tavern in Mauston, Wis. Others expressed puzzlement, wariness or cynicism in dozens of interviews with the USA TODAY NETWORK. And the plan's fared poorly in national surveys.

When will this tax plan will hit your paycheck? 

Most of the changes take place next year, but that won't affect your 2017 tax return. It could hit your paycheck deductions by the end of winter, though, affecting take-home pay. Dive into when it could affect medical expenses and shareholders. And with sufficient votes in line, Republican Sen. John McCain signaled he would skip his vote to recover from cancer treatment in Arizona. Additionally, Vice President Pence delayed a Middle East trip to act as the tie-breaking vote, if needed.

Trump's national security plan: Get rich

Trump outlined his national security plan on Monday, one emphasizing trade, energy and tax reform in a  "new era of competitiveness." It's the first big update of U.S. foreign policy since 2015 , and tries to balance viewing China and Russia as economic rivals while also asking for their help with challenges like North Korea's nuclear program. Trump read the address from a teleprompter Monday in a soft, dispassionate voice: "We know that American success is not a foregone conclusion. It must be earned, and it must be won."

ICYMI: The Pentagon is tracking UFOs

So, uh, news from the weekend: A shadowy Pentagon program called the "Advanced Aerospace Threat Identification Program" spent $22 million investigating UFO reports from 2008 to 2011, according to the New York Times. The program - which was backed by former Senate Democratic leader Harry Reid and has never before been acknowledged by the Defense Department - reportedly remains in existence .
