Will a federal shutdown be averted?
The House is expected to vote on a one-week funding extension, Rudy Giuliani may leave the hospital and more news to start your Wednesday.

Happy hump day, Daily Briefing readers! It's Jane, bringing you the midweek news.

The House is likely to vote on a weeklong funding extension to avoid a government shutdown. Rudy Giuliani could be discharged from the hospital after his COVID-19 diagnosis. And Minneapolis City Council members will vote on whether to cut millions of dollars from the policing budget in the wake of George Floyd's death.

Here's Wednesday's news:

House looks to forestall federal government shutdown

The House is expected Wednesday to vote on a one-week extension of funding to keep the federal government open, avoiding a Friday deadline while negotiations continue on a comprehensive spending bill. If the House successfully passes a short-term extension, Senate Majority Leader Mitch McConnell has said his chamber would also vote on it before it goes to President Donald Trump for his signature. If Congress doesn't act by Friday, thousands of government workers considered nonessential would be furloughed or forced to work without pay until the shutdown ends.

As COVID surges, Wyoming's statewide mask mandate kicks in

People in Wyoming will be required to wear a mask in most indoor public spaces across the state starting Wednesday. Gov. Mark Gordon had previously left decisions on mask mandates to county governments, and 16 of the state's 23 counties had issued orders. But with the state's COVID-19 caseload topping 32,000, Gordon announced the new requirement Monday. In addition, bars and restaurants will have their hours reduced and indoor gatherings without distancing will be limited to 10 people, down from the earlier limit of 25.

Giuliani recovering from coronavirus, could leave hospital Wednesday

President Donald Trump's personal attorney Rudy Giuliani says that he's making a rapid recovery after being diagnosed with the coronavirus and expects to be released from the hospital as early as Wednesday. Giuliani, calling into his own radio show on WABC in New York on Tuesday, said he decided to go to the hospital after being urged by the president's physician. The former mayor of New York City, 76, was admitted into Georgetown University Medical Center in Washington on Sunday, sources told USA TODAY. Trump delivered the news about Giuliani by tweet Sunday and Giuliani followed up with his own confirmation on Twitter. It is unclear how Giuliani became infected. He has made multiple public appearances across the country within the last week, including in the states of Georgia, Arizona and Michigan. Giuliani's subsequent diagnosis prompted Arizona's Legislature to close for a week "out of an abundance of caution."

Minneapolis' city council eyes deep police cuts after George Floyd's death

Minneapolis City Council members who tried unsuccessfully to dismantle the police department in response to George Floyd's death are voting Wednesday on whether to shrink it, a move that could imperil the city budget because Mayor Jacob Frey is threatening to use his veto to protect public safety. The plan, called "Safety for All," is the latest version of the "defund the police" movement that Minneapolis and other cities have considered since Floyd's May 25 death ignited mass demonstrations against police brutality. It would cut nearly $8 million from the $179 million policing budget and redirect it to other initiatives. Frey said reducing the force's size before enacting alternatives is "irresponsible." Violent crimes in Minneapolis have surged since the May 25 death of Floyd, and have topped 5,100 in 2020 up from over 4,000 for the same period in 2019. President-elect Joe Biden has spoken out against the "defund the police" movement and former President Barack Obama has criticized the slogan.

Champions League match to resume after incident of alleged racism

The UEFA Champions League match between Paris Saint-Germain FC and Istanbul Basaksehir FK is expected to resume Wednesday after being postponed Tuesday due to accusations of racism. Players walked off the field after alleging that official Sebastian Coltescu used a racial term when identifying Pierre Webo, a Black assistant coach for Basaksehir. In a statement late Tuesday, UEFA said it decided "to have the remaining minutes of the match played (Wednesday) with a new team of match officials." The statement added that, "A thorough investigation on the incident that took place will be opened immediately." The score was 0-0 when the incident took place about 14 minutes into the match. Former Manchester United and England defender Rio Ferdinand, said it was crucial that UEFA responds strongly. "We're at a disturbing tipping point, not a week goes by without an incident involving race," he told broadcaster BT Sport.

And in better news: This 7-year-old has raised nearly $20K for a Chicago hospital

Hayley Orlinsky has made so many bracelets, looping colorful rubber bands over her thumb and index finger again and again, that she no longer has to watch her hands. The spunky 7-year-old from Chicago has spent most of the coronavirus pandemic crafting the creations as a fundraiser to buy personal protective equipment for a children's hospital. So far, the endeavor has generated nearly $20,000 for Ann and Robert H. Lurie Children's Hospital, prompting praise and purchases from Chicago politicians, a Broadway actor and her beloved White Sox.
