A setback to Trump’s tax bill

Trump's so-called 'big, beautiful bill' suffers blow

As the Senate is rushing to pass President Donald Trump's major tax, spending and policy legislative package, lawmakers saw a major setback. The Senate's parliamentarian on Thursday ruled that several key Medicaid provisions designed to help cajole nervous Republicans into voting yes can't be included in the bill. Parliamentarian Elizabeth MacDonough ruled those Medicaid provisions are subject to filibuster, which would require 60 votes to overcome. The decision kills the measures in a chamber where Republicans outnumber Democrats 53 to 47. Trump and fellow Republicans aim to reduce Medicaid spending by requiring work by able-bodied adults and denying access to non-citizens. Sen. John Kennedy, R-Louisiana, told USA TODAY that GOP lawmakers are going to have to "regroup" after MacDonough's ruling. See which Medicaid provisions are at stake.

An approaching deadline: While Senate Republican leadership is working to settle disputes and get everybody on board, there is a lack of consensus as to when a vote will even happen. Republicans gave a self-imposed July 4 deadline to get the bill passed.

An unpopular bill: Polling shows Trump's legislation has a big problem with public opinion, and that is looming over the debate as the Senate's version of the legislation approaches the finish line. Fewer than 30% of voters support the bill in three recent polls by Pew, Quinnipiac and the Washington Post-Ipsos. What GOP lawmakers are negotiating in the bill.

The effort to cut Planned Parenthood funding

An ideologically divided Supreme Court on Thursday sided with South Carolina in its effort to deprive Planned Parenthood of public funding. The decision is likely to prompt other GOP-led states to take similar action against a health care organization under attack for providing abortion services. The court's 6-3 ruling − over the dissent of the three liberal justices − which said that Medicaid patients can't sue over their right to choose their doctor, could also limit care options beyond the controversial realm of reproductive care. Republicans have long sought to defund the organization due to abortion due to it performing abortions.
