The Short List

Thu May 22 2025

The Trump administration escalates its feud with Harvard. President Donald Trump's sweeping tax and policy bill clears one hurdle. And get ready for a brutal hurricane season.

👋 Hey there! Rebecca Morin here. Before I bring you Thursday's news, just a little programming note: Short List (and me!) will be off Monday for Memorial Day. But don't worry, we'll be back on Tuesday! Now, onward to the news!

But first: How 'bout that Milky Way? 🌌 And I don't mean the candy. The Milky Way, our home galaxy, should appear especially vibrant over Memorial Day weekend.

Harvard blocked from enrolling international students

The Trump administration revoked Harvard University's ability to enroll international students, jeopardizing the legal status of more than a quarter of its student body and escalating a feud between the White House and the Ivy League school. The White House is pressuring the university to bend to demands to overhaul its admissions, hiring and teaching practices. The new decision probably will prompt a legal challenge from the university, which is already suing the federal government for freezing billions of dollars in research funding. 👉 What international students say about the change.

2 Israeli Embassy staffers shot to death at Jewish event

Yaron Lischinsky and Sarah Lynn Milgrim, staff members at the Israeli Embassy, were shot and killed around 9 p.m. ET in Washington, D.C., as they exited the American Jewish Committee's annual Young Diplomats reception at the Capital Jewish Museum. Suspect Elias Rodriguez, of Chicago, has been charged with two counts of first-degree murder in a swift reaction to the apparent antisemitic attack. Jeanine Pirro, the U.S. Attorney for D.C., said Rodriguez is also facing several firearms charges and counts of killing a foreign official and that the attack is being investigated as a hate and terrorism crime. 👉 What to know about the attack.

Trump's sweeping tax and policy bill passes first hurdle

There were intraparty spats. A marathon all-night debate. But the U.S. House passed President Donald Trump's sweeping tax and policy bill that aims to enact the president's major campaign promises. Major changes to Medicaid, food stamps, border security and taxes are part of the legislation. But that was just the first hurdle: The bill now heads to the Senate, where it is expected to see changes before it has a chance to hit the president's desk. 👉 A fight over deficits and spending is ahead.

What's in the bill? Proposed changes to Medicaid could save at least $625 billion but also could cause 7.6 million Americans to lose their health insurance over the next 10 years. Tax cuts that disproportionately benefit wealthier Americans and new tax deductions for tips also are included in the legislation. 👉 See what's in the bill.

Get ready now for a dangerous hurricane season

Ready the sandbags and stock up on nonperishable food. The Atlantic hurricane season is almost here, and the National Oceanic and Atmospheric Administration predicts a 60% chance of an above-average season. NOAA is forecasting 13 to 19 named storms (with winds of 39 mph or higher). Of those, six to 10 are expected to become hurricanes (winds of 74 mph or higher), including three to five major hurricanes (Category 3, 4 or 5, with winds of 111 mph or higher).

Comparing the 2024 hurricane season: Eighteen storms formed in 2024, including devastating hurricanes Helene and Milton, which caused widespread destruction across Florida, Georgia, North Carolina and beyond. With more than 400 fatalities, 2024 was the nation's deadliest hurricane season since 2005 and the third-costliest on record. 👉 How to prepare for hurricane season 2025.
