House Speaker Kevin McCarthy is eying a vote Wednesday on a debt ceiling deal in the House amid pushback from Republicans and Democrats. It may be a day off, but there's still news to know. Here are Monday's headlines.

What's in Biden and McCarthy's debt ceiling deal?

In a last-minute deal to raise the debt ceiling, the White House was able to stave off the sweeping budget cuts that House Republicans pushed in their own legislation while keeping intact the president's signature domestic programs.

The deal now faces an unclear outlook in Congress, where progressive Democrats and hardline Republicans have both criticized components of the agreement.

The tentative deal would raise the debt limit  on how much the government can borrow through the end of 2024, averting a default that could happen June 5 if the debt ceiling is not raised.
The deal caps annual discretionary spending for two years, keeping non-defense spending levels flat. This means funding for domestic programs across the board − besides Social Security and Medicare − will stay the same next year.
The White House succeeded in keeping intact the Inflation Reduction Act − the president's signature climate and prescription drug bill − and the president's program to forgive student loan debt for millions of Americans, at least for now.

Turkey's Erdogan wins another term, could govern until 2029

Turkey's all-powerful leader Recep Tayyip Erdogan won a presidential election runoff Sunday, a victory that means he can extend his rule into a third decade.  The vote between Erdogan and challenger Kemal Kilicdaroglu came after neither candidate received at least 50% support from Turkey's voters in a May 14 election. The vote resonates beyond the borders of the NATO ally. Erdogan helped broker a grain deal between warring Russia and Ukraine and blocked Sweden from joining NATO. But he has also eroded Turkey's democratic institutions, aggressively consolidating his own power. Texas House votes to impeach Republican Attorney General Ken Paxton

Texas' GOP-led House of Representatives impeached state Attorney General Ken Paxton on Saturday on articles including bribery and abuse of public trust, a sudden, historic rebuke of a fellow Republican who rose to be a star of the conservative legal movement despite years of scandal and alleged crimes. The move constitutes an abrupt downfall for one of the GOP's most prominent legal combatants and triggers Paxton's immediate suspension from office pending the outcome of a trial in the state Senate. Republican Gov. Greg Abbott has remained silent. Read more

Kyiv absorbs 'most massive' drone attack of war

At least one person has been killed after Kyiv was subjected to the "most massive" drone attack since Russia's invasion of Ukraine began 15 months ago, a five-hour bombardment as the ancient city prepared to celebrate the anniversary of its founding Sunday. Kyiv Mayor Vitali Klitschko said preliminary information indicated Kyiv's air defenses shot down more than 40 drones. Ukraine said that Saturday night was also record-breaking in terms of Shahed drone attacks across the country. The attacks come against the backdrop of Russia's ambassador to the U.K., Andrei Kelin, warning of an escalation in Ukraine. Read more
