What Washington is Talking About:
The House began debating a Harvey disaster relief bill this morning and is expected to vote on initial funding, and Dem and Repub congressional leaders both met with President Trump before he heads to North Dakota for a tax reform event.

What America is Talking About:
Hurricane Irma is now one of the most powerful storms ever in the Atlantic, with winds up to 185 mph. It's currently over the Caribbean, and could possibly turn towards Florida this weekend. Florida Gov. Rick Scott has declared a state of emergency.

Trump Said He Could "Revisit" DACA:
Congress hasn't been able to pass legislation legalizing children brought into the country illegally by their parents for 16 years, and now Trump wants it done in six months. "If they can't, I will revisit the issue," he tweeted last night.

The Trump administration's announcement Tuesday was met with protests in Washington and across the country, and Obama weighed in too, writing on Facebook, "Ultimately, this is about basic decency."

Cher Offers Her Home to Children Brought into US Illegally:
"Those Who Can Must Take a DREAMER In2 Their Home & Protect Them ‼️" she tweeted yesterday, vowing to do so herself. Her response to a woman named Brenda Webb from Chandler, Arizona, who didn't believe her lit up stan* Twitter.

*"Stan" is Internet speak for a devoted fan, particularly of pop stars, derived from the 2000 Eminem song "Stan" about an unhinged fan.

CNN got ahold of a copy of Hillary Clinton's "What Happened" from a Jacksonville, Florida, bookstore a week before its release date. Here are a few standout passages:

On the shifting political landscape: "I think it's fair to say that I didn't realize how quickly the ground was shifting under all our feet … I was running a traditional presidential campaign with carefully thought-out policies and painstakingly built coalitions, while Trump was running a reality TV show that expertly and relentlessly stoked Americans' anger and resentment."

On her call congratulating Trump: "It was without a doubt one of the strangest moments of my life. I congratulated Trump and offered to do anything I could to make sure the transition was smooth ... It was all perfectly nice and weirdly ordinary, like calling a neighbor to say you can't make it to his barbecue. It was mercifully brief ... I was numb. It was all so shocking."

On her marriage: "There were times that I was deeply unsure about whether our marriage could or should survive. But on those days, I asked myself the questions that mattered to me: Do I still love him? Charlottesville Votes to Move Confederate Statue:
The city council voted unanimously Tuesday to move a statue of Stonewall Jackson, pending a lawsuit that came after an earlier attempt to remove a statue of Robert E. Lee.

For a $45 donation to the Trump campaign, you can be the proud owner of a "Presidential Medal," now for sale in the online campaign store.

There's also a $30 mug that says "I ❤️ Waking Up & Remembering That Donald Trump Is President." Still no "FLOTUS" hats, though.

Javanka Gets a Peloton:
Men in a Peloton van were spotted delivering a nearly $2,000 bike to the couple's Kalorama home Tuesday. I guess after the drama Ivanka faced when she couldn't go to a [solidcore] class without the founder posting about it on Facebook, she'd prefer to workout at her place? Peloton offers live streamed studio cycling classes -- like SoulCycle but from the comfort of your own home.

Chris Pine to Play Bobby Kennedy:
Pine will play RFK in a limited series for Hulu based on Larry Tye's 2016 book "Bobby Kennedy: The Making of a Liberal Icon," per Deadline. It follows Hulu's limited series on JFK's assassination "11.22.63."

There's a Couple Getting Married on the Mall on Juggalo March Day:
We're now 10 days out from the Juggalo March and pro-Trump Mother of all Rallies (AKA "M.O.A.R."), and it turns out, from the wedding of Christy Coyne and Kevin Bobsein. The Washington Post spoke with the couple, who met in 2010 at a military base in Kuwait and plan to marry September 16 at the DC War Memorial. They said they found out about the Juggalo march back in June but decided to keep the date. "Our goal is just for everyone to have a good time, a lot of drinking and a lot of dancing," Bobsein said.

Justice for Tiffany:
A rep for Tiffany Trump was on the lookout for tix to the Harper's Bazaar New York Fashion Week Icons party and sent an email to the wrong place -- Harper's Magazine instead of Harper's Bazaar. The email read, "Hi, I wanted to email on behalf of the First Daughter Tiffany Trump. She is in town for NYFW (New York Fashion Week) and attending a few events. She would love to possibly attend the Bazaar Icons party. Please let me know if this could be accommodated," according to New York Daily News.

Harper's Magazine Vice President of public relations Giulia Melucci, who got the email, tweeted, "I'm perplexed."

Street Art Sighting:

Also, a follow up on yesterday's street art sighting: The artist behind those vintage-inspired posters popping up around Washington is Robert Russell, who made seven different prints, and  4,000 of them were put up around town, according to the group. The art project, Project Scholl, is named after German anti-Nazi activist Sophie Scholl.

"By bringing back the resistance posters from the World War II era and tweaking them for 2017 , we're sharing a visual and visceral reminder of where extremism leads and that we all must do our part to resist," the group said in an email to COVER/LINE. "Extremism is only made possible by its normalization. Sophie Scholl resisted the Nazis and died for it. If a twenty year old woman under threat of guillotine can speak out for what is right, it's the least we can ask of a bunch of old white guys and their staffers safely ensconced in their Capitol Hill townhouses."
